sometimes it comes down to cadence; maybe diversity of form - I'm still musing . . . reading textbooks on an entirely different subject, currently.
. . . still musing. A "street corner" has significance, much like a kigo . . .
They could change places, but it changes the emphasis. If you end with "stand idle," it seems to be about the police and inaction.
